The Effectiveness of the 30% Women’s Quota Policy in Increasing Political Representation

Abstract

This study examines the effectiveness of the 30% women’s quota policy in strengthening women’s political representation in the Jakarta Provincial Regional House of Representatives for the 2024–2029 period. A quantitative associative approach was employed using survey data from 117 respondents residing in Jakarta. Data were collected through a structured questionnaire using a five-point Likert scale and analyzed with simple linear regression in IBM SPSS. The findings show that perceptions of the effectiveness of the 30% women’s quota policy have a positive and significant effect on perceptions of women’s political representation. The regression coefficient is 0.885 with a t-value of 11.130 and a significance level of 0.000. The coefficient of determination is 0.519, indicating that 51.9% of the variation in perceived women’s political representation is explained by the perceived effectiveness of the quota policy, while 48.1% is influenced by other factors. These results confirm that affirmative quota policies remain important, but their effectiveness requires substantive implementation, stronger party recruitment, and broader support for women’s political participation. The policy should therefore move beyond administrative compliance toward meaningful electoral opportunities and legislative influence.
