The Implementation of Indonesia’s FOLU Net Sink 2030 as a Strategy for Indonesia’s Environmental Diplomacy

Climate change has strengthened the role of international legal and policy frameworks, particularly the Paris Agreement, in directing states to enhance climate commitments through domestic implementation. This study analyzes Indonesia's FOLU Net Sink 2030 as the implementation of Indonesia's obligations under the international climate regime and as an environmental diplomacy strategy. Employing normative legal research with statutory, conceptual, and policy approaches, the study relies on secondary data from international agreements, national legislation, government policy documents, and relevant scholarly literature. The analysis is framed by International Regime Theory and the concept of Environmental Diplomacy. The findings demonstrate that Indonesia has internalized the norms of the Paris Agreement through the Enhanced NDC, Operational Plans (ReNOPS), the MRV system, and carbon governance under FOLU Net Sink 2030. The policy also strengthens Indonesia's environmental diplomacy through international partnerships, despite continuing challenges related to deforestation, governance, and climate financing. The study highlights FOLU Net Sink 2030 as an integrated legal and diplomatic instrument within global climate governance.
